In a large bowl, combine ground chicken, paprika, salt, black pepper, garlic powder, crushed red pepper, and fennel seeds. Mix thoroughly with a fork or clean hands until uniformly blended.

Add Bisquick baking mix, skim milk, dried parsley, and shredded cheddar cheese to the meat mixture. Stir with a spoon or electric mixer until fully combined.

Divide the mixture into 32 equal portions (approximately 2 tablespoons each). Lightly spray palms with cooking spray and roll each portion into a ball. Arrange balls evenly spaced on the prepared baking sheet.
