In a large deep skillet over medium-high heat, add the beef mixture along with diced green bell pepper and sweet onion. Cook until beef is no longer pink, breaking it into crumbles. Drain excess grease.

Add minced garlic to the skillet and cook for one minute until fragrant.

Pour in beef broth and marinara sauce, stirring to combine. Bring mixture to a boil.

Stir in long grain white rice evenly into the mixture.

Reduce heat to low, cover, and simmer gently for 25 to 30 minutes. Stir every 10 minutes to prevent sticking. Cook until rice is tender and most liquid has evaporated.

Remove from heat, stir in half of the shredded mozzarella cheese until melted and well combined.
