Preheat oven to 350 degrees Fahrenheit and lightly coat a large 3-quart casserole dish with non-stick cooking spray.

Place chopped celery in a microwave-safe bowl with ½ cup water, cover, and microwave for 4 to 5 minutes until tender. Drain any remaining water.

In a large skillet over medium-high heat, cook ground beef together with chopped onions until meat is browned and onions are translucent. Drain excess fat if necessary.

In a large mixing bowl, combine cooked celery, browned ground beef and onions, cream of tomato soup, cream of mushroom soup, cooked rice, and ½ package of dry chow mein noodles. Stir until evenly mixed.

Transfer the combined mixture into the prepared casserole dish and sprinkle the surface evenly with 3 tablespoons of soy sauce.

Bake uncovered in the preheated oven for 20 minutes until heated through.

Garnish with additional dry chow mein noodles, extra soy sauce to taste, and optionally chopped green onions before serving.
