Combine flour, garlic powder, onion powder, salt, black pepper, and paprika in a shallow dish and stir evenly.

Coat each cubed steak on both sides with the seasoned flour mixture and set aside.

Heat vegetable oil in a large skillet over medium-high heat. Working in batches, quickly brown cubed steaks on both sides without cooking through. Remove and set aside.

Place chopped celery, diced onion, and chopped carrots evenly in the bottom of a 5 to 6 quart slow cooker. Layer browned cubed steaks on top.

Whisk together minced garlic, stewed tomatoes with juice, light brown sugar, Worcestershire sauce, and brown gravy mix until combined.

Pour the sauce over the meat and vegetables in the slow cooker. Cover and cook on low for 6 to 8 hours or on high for 4 to 6 hours until meat and vegetables are tender.

Once cooked, serve the cubed steak with vegetables and sauce over mashed potatoes, noodles, or your preferred side.
